Just because Neville Maxwell 'supposedly' got un authorized access to an Indian government report, his biased and anti India book is sadly considered the best account of the war. He blames Nehru's Forward policy of 1959 (as a justification for China to have attacked in 1962) but was India to just sit back and watch its territory taken by the PLA especially after their occupation of Tibet and Sinkiang in 1949. China started to build Highway 219 way back in 1951 which went across Aksai Chin area claimed by India and was completed it in 1957, so who's the aggressor and why won't any nation want to prevent further encroachment or loss of it's territory by having posts. Neville Maxwell's reason for his hated of India is best known to him and even predicted the collapse of democracy in India; calls the Dalai Lama a 'doll figure'; American diplomats 'loud mouth' and other adjectives to describe Indian Generals or politicians but of course loved the praise he got from Premier Zhou En Lai for writing such a pro communist book even though he had no access to Chinese records or information
