This is a poorly thought out story; the back story blather is exceptionally boring, and the author does not manage, in my view - to make the reader suspend his / her disbelief.
I think it could have worked, if the author had instilled some zippiness, some early razor sharp dialogue and repartee, but this is immediately conspicuous by its absence.
All in all, a sorry effort.
